Combine chicken, vinegar, soy sauce, garlic, bay leaves, and peppercorns in a pot.
Bring to a boil, then reduce to a simmer. Cook 30 minutes, turning chicken occasionally.
Remove chicken. Increase heat and reduce sauce by half.
Heat oil in a skillet. Fry chicken pieces until lightly browned.
Return chicken to the reduced sauce. Toss to coat.
Serve over steamed rice, spooning sauce over everything.
