Make salsa: toast dried chilies, soak in hot water 10 minutes. Blend with tomatoes, onion, garlic, and cumin. Simmer 10 minutes until thick.
Warm tortillas directly over a gas flame or in a dry pan.
Fry eggs in a little oil to your preference.
Place 2 tortillas on each plate. Top with salsa.
Slide fried eggs on top.
Garnish with cotija, avocado, cilantro, and a squeeze of lime.
