Make vinaigrette: whisk all ingredients together. Season.
Blanch green beans in salted water 3 minutes. Refresh in ice water.
Season tuna and sear in a very hot pan, 1-2 minutes per side for medium-rare.
Arrange lettuce on a platter. Add potatoes, green beans, halved eggs, and olives.
Slice tuna and arrange on top.
Drizzle with vinaigrette. Add anchovy fillets.
